Planning Study on the Coordinated Development of the Greater Pearl River Delta Township
Introduction
| 1. | Study Background |
|
In the Seventh Plenary of the Hong Kong/Guangdong Cooperation Joint Conference (Joint Conference) held in 2004, Hong Kong and Guangdong agreed that stepping up the co-ordination in regional planning would be a key step in realizing the full economic potential of the Greater Pearl River Delta (PRD) region. Both sides should exchange information and views on city planning and regional development in the process of conducting advance study on planning and cross-boundary infrastructure projects. Joint studies should also be conducted on areas of mutual concern. It was also agreed to set up an Expert Group on Hong Kong/Guangdong Town Planning and Development (the Expert Group) with the first task to carry out the "Planning Study on the Coordinated Development of the Greater Pearl River Delta Township" (the Study). |

| 2. | Study Purpose |
|
The objective of the study is to formulate a regional development strategy by taking a forward-looking perspective to consider the opportunities and constraints of the Greater PRD region under the "One Country, Two Systems" framework. Through better resource utilization, environmental protection and development of transport infrastructure, the strategy would improve the environment, enhance living quality, ensure sustainable development, and strengthen the overall competitiveness of the region.

| 3. | Organization of the Study |
| (a) | Expert Group | ||
|
The Expert Group is mainly responsible
for the overall coordination and decision making for the work schedule
and arrangement of the Study. |

| (b) | Special Panel | ||
|
The Special Panel under the Expert Group is responsible for the planning and implementation of the Study, and its main duties are: |
|||
| i. | to map out major study areas and action plan of the Study; | ||
| ii. | to provide assistance to the consultants in resolving any problems encountered in the Study; | ||
| iii. | to organize and convene meetings, examine and endorse the findings at various stages of the Study to ensure the quality of the deliverables; and | ||
| iv. | to
unfold other related assignments. | ||
| (c) | The Consultants | ||
| The Peking University and Guangdong Urban and Rural Planning and Design Institute have been appointed to conduct the Study. Their main duties are: | |||
| i. | to conduct the Study in accordance with the approved Study Brief, and submit the findings in accordance with the work schedule; | ||
| ii. | to submit progress reports and to report the findings at various stages of the Study to the Expert Group as scheduled and attend the meetings convened by the Expert Group or Special Panel; | ||
| iii. | to brief the relevant advisory bodies/organizations; and | ||
| iv. | to
conduct the Study in cooperation and consultation with the other sub- consultants,
relevant professional units and experts (e.g. specialized in such areas
as transport and environmental protection) from Hong Kong, Macao and the
Mainland. |

| 4. | Scope
of Study |
||
| The Study comprises four major topical studies on the: | |||
| (a) | overall development strategies of cities in the Greater PRD; | ||
| (b) | cross-boundary transport infrastructure and co-ordinated development; | ||
| (c) | strategic environmental impact assessment and resources protection and utilization; and | ||
| (d) |
institutional
mechanism for co-ordinated development and action agenda. |

| 5. | Progress
of Study |
||
| The
topical studies were completed in 2007 and endorsed in principle by the
Special Panel in January 2008, which formed the basis for formulation of
the recommendations in the Draft Final Report. The Study is expected to
be completed in mid 2009. |
