PLANNING DEPARTMENT

Survey Officer Trainee (Planning)

 

Salary : Training Pay Scale Point 4 (HK$16,510) to Training Pay Scale Point 6 (HK$18,730) per month

 

Entry Requirements : Candidates (See Note 1) should have –

(a) (i) Level 3 or above in Mathematics, and Level 2 or above in four other subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent; (See Note 2) or
(ii) Grade C or above in Mathematics, and Level 2 / Grade E or above in four other subjects in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent; (See Note 2) or
(iii) Level 3 or above in Mathematics in the HKDSEE, or equivalent, plus at least three years’ practical experience in field surveying; or
(iv) Grade C or above in Mathematics in the HKCEE, or equivalent, plus at least three years’ practical experience in field surveying; and
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the HKDSEE or the HKCEE, or equivalent; (See Note 3) and
(c) a pass result in the Basic Law and National Security Law Test (BLNST). (See Note 4)

Preference will be given to candidates with Level 2 or above in Geography in HKDSEE, or Grade E or above in Geography in the HKCEE, or equivalent.

 

Duties : Mainly deployed to undergo a three-year on-the-job training, which would involve attending evening classes, and to assist Senior Survey Officers (Planning) and other senior officers in -

(a) carrying out surveys and field work for planning purposes and preparing reports on field surveys and site inspections;
(b) compiling, processing and presenting planning data statistics;
(c) applying geographic information system and IT technologies to support various planning tasks;
(d) disseminating planning information to the public;
(e) checking development proposals and plans including building plans and master layout plans; and
(f) carrying out enforcement and prosecution actions against unauthorised developments.

(May be required to work in remote areas and work outside normal working hours and/or in irregular hours.)

 

Terms of Appointment : A new recruit will normally be appointed on civil service probationary terms for three years.  Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

 

Notes: (1) Candidates who have obtained a Higher Diploma in Geomatics or a Diploma/Higher Certificate in Land Surveying from a Hong Kong polytechnic university/polytechnic, the Hong Kong Institute of Vocational Education or a technical institute/technical college, or equivalent at the time of appointment will NOT be considered for the post of Survey Officer Trainee (Planning).  Successful candidates will be required to make a declaration to that effect.  (2) The subjects in items (a)(i) and (a)(ii) above may include Chinese Language and English Language.  (3) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.  (4) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law.  A pass result in the BLNST is an entry requirement for all civil service jobs.  Only those candidates who have passed the BLNST will be considered for appointment.  For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.

 

How to Apply : Application Forms (G.F. 340 [Rev. 7/2023]) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department.  The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).

 

The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023.  Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023).  If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request.  If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

 

Completed application forms together with copies of relevant documents, certificates and transcripts in support of academic qualifications and working experience (if applicable) submitted in person or by post should reach the contact address on or before the closing date for application.  Please specify the title of the post being applied for on the envelope.  To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting.  Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.  Applicants will bear any consequences arising from paying insufficient postage.  Applicants may also apply on-line through the Civil Service Bureau’s website (http://www.csb.gov.hk).

 

For applicants who apply on-line, they should submit copies of their relevant documents, certificates and transcripts in support of academic qualifications and working experience (if applicable) in person or by post to the contact address below on or before 20 June 2025.  The on-line application number should be quoted on the envelope and copies of the supporting documents.

 

Applications which are late, incomplete, not accompanied by copies of the supporting documents or submitted by fax or e-mail will not be accepted.  All applicants are encouraged to provide their personal Internet e-mail addresses on their application forms.  Candidates who are selected for interview will normally receive an invitation by post in about six to eight weeks from the closing date for application.  Those who are not invited for interview may assume that their applications are unsuccessful.
