Existing Constraints refer to Baseline Condition

Area 1
Road Network?

·         The Kwun Tong By-pass and Prince Edward Road East elevated road structures to the north and northeast of the site serve to fragment the area and cut it off from adjacent areas.

·         Constraints to existing and proposed landscape connections between KTD and its landscape context.

·         Restriction on pedestrian access to hinterland of Kowloon City, Kowloon Bay, Ngau Tau Kok and Kwun Tong.

·         Visual impact of the road structures and interruption or screening of views between KTD and hinterland.

These constraints will remain under the ?No-Reclamation??development scenario.

·         Create landscape buffer as part of an integrated landscape framework to reduce the physical severance. The landscape framework should link areas of existing landscape resources with those proposed for KTD.

·         Provide elevated landscape deck to enhance the accessibility from adjourning areas to the site.

Area 1
Kai Tak Tunnel

·         The tunnel crosses the apron from Ma Tau Kok to Kowloon Bay limiting development potential above it. This constraint will remain under the ?No Reclamation?? development scenario.

·         Provide buffer planting to reduce physical severance to the proposed development area.?

Area 1
Kai Tak Nullah

·         Major drain through KTD, which cannot be built upon. The existing nullah alignment will remain a constraint under the ?No Reclamation??development scenario. However, the extension to the southern side of the runway is no longer required.

 

·         Provide a major landscape feature including hard and soft landscape treatments, and public art displays which will not interfere with the function of the nullah.

·         Kai Tak Approach Channel could potentially become a site for water recreation and a channel side promenade development.

·         Potential iconic deck over development connecting Areas 5 and 6 to create landmark at Kai Tak Approach Channel and enhance physical connectivity between areas.

Area 2, 3 and 6
Existing Drainage Reserves from the Hinterland

·         Drainage reserves which pass through KTD will remain a constraint under the ?No Reclamation??development scenario. However, the extension of drainage reserves to the southern side of the runway is no longer required.

·         Provide innovative landscape treatment of the nullah deck including both hard and soft landscape treatments which will not interfere with the nullah?s function.

Area 2, 3 and 6?

The former Kai Tak Airport Runway Seawall

·         This feature was identified to be retained as a link with the history of the site and for cost-effectiveness. This constraint will remain under the ?No Reclamation??development scenario. However, the extent of seawall retained will be increased.

·         Consider the treatment of the promenade and structures cantilevered from the seawall to reduce its horizontal emphasis.

Area 1 and 3
Existing Open Space

·         A number of existing open spaces including Hoi Shum Park and Sung Wong Toi Park will be retained within the area immediately beyond the boundary to KTD. The situation will remain the same under the ?No Reclamation??development scenario.

·         Potential for landscape links with the existing parks incorporating them into the overall landscape framework for KTD.

All Areas
Submerged Services / Utilities

·         A number of existing submerged services are located within the study area. These constraints will remain under the ?No Reclamation?? development scenario.

·         Provide innovative landscape treatment above the services which no conflict with the public safety and enhance the amenity value in the area.

Area 7
G/IC facilities at Cha Kwo Ling

·         GLA for Drainage Services Department and Kwun Tong Primary Treatment Works were identified to be retained in the future plan. This opportunity will remain under the ?No Reclamation??development scenario.

·         Reduce the visual intrusion of the G/IC facilities in the views looking from HK Island towards southeast Kowloon waterfront area.

All areas
Victoria Harbour

·         Hung Hom and Eastern fairways should not be restricted by KTD. These constraints will remain under the ?No Reclamation??development scenario.

·         Continuous waterfront promenade will be provided plus proposed marina walk connecting Area 3 and 4.? Consider channel side promenade at the Kai Tak Approach Channel Area.

All areas

View Corridors

Two important view corridors identified between the Kowloon Hills and Harbour:

·         View of Lion Rock;

·         View of Kowloon Peak.

These constraints will remain under the ?No Reclamation??development scenario.? However, importance of the landscaped area associated with the Kowloon Peak view corridor will be reduced.?

 

·         Kai Tak Boulevard remains along Lion Rock Corridor.

·         Kai Tak Approach Channel form a potential secondary view corridor looking toward the proposed Stadium Complex.

All areas

Existing Champion Trees and Significant Street Trees

·         All significant trees proposed to be retained in the previous studies. This constraint will remain under the ?No Reclamation??development scenario.

 

·         Potentially areas of significant trees form the catalyst for the development of the landscape framework.?

·         Locally dominant species may be considered in the future planting themes for the individual districts.

Planned Constraints under KTD CFS and FUDS

Areas 1,2 and 3
Central Kowloon Route
(CKR)

·         Proposed alignment from Ma Tau Kok across former runway to link with the Kowloon Bay road network. This requirement will remain under the ?No Reclamation??development scenario.

 

·         Review the route alignment and engineering design to minimize impacts on the possible Metro Park and connectivity between Areas 1, 2 and 4.

·         Provide buffer planting to screen the physical severance to the future development site.

Area 2

Deletion of Trunk Road T1 Reserve

·         Link to Tate?s Cairn Tunnel.

·         Not considered under FUDS.

·         This constraint will not be considered under the ?No Reclamation??development scenario.

 

Area 2

Trunk Road T2

·         Link with CKR and run alongside the Kwun Tong By-pass. This constraint will remain under the ?No Reclamation?? development scenario.

 

·         Provide buffer planting and roadside planting along the periphery of Area 2 fringe to minimize physical severance.

·         Consider elevated or underground connectivity between Area 2 and Kowloon Bay industrial area.

Area 1
Shatin to Central Link (SCL)

·         Link Diamond Hill Station with Hung Hom Station crossing the Apron area between To Kwa Wan Road and north of former Blackdown Barracks site;

·         Station planned near junction of To Kwa Wan Road and Sung Wong Toi Road and within North Apron area.

·         This constraint will remain under the current Study.

·         Provide district or local open spaces at station area.

 

Area 1
The SCL Railway Depot

·         Proposed to be located alongside Prince Edward Road East on the site of the former Airport Terminal Building. This constraint may remain under the current Study.

 

·         Provide buffer planting to screen the depot area from the future development site.

Areas 3 and 6
Kwun Tong and To Kwa Wan Typhoon Shelters

·         Proposed to be relocated to southern end of existing runway in the previous study.

·         May be reconfigured in this Study depending on the future development scheme.

·         Potential waterfront enhancement at adjourning areas.

Area 1
Proposed Open Spaces under FUDS

 

·         Previous NAKTA District

·         Major Proposed Open Spaces including Metro Park, Stadium Complex associated open spaces, Kai Tak Boulevard and Terrace Garden at the north.

·         The scale and design of the Metro Park and Stadium Complex associated open spaces should be reconsidered in the study.

·         Potential for Sung Wong Toi Park extension

Areas 2,4 6 and 5
Proposed Open Spaces under FUDS

 

·         Previous Runway District

·         Major Proposed Open Spaces including Grand Boulevard, Promenade Garden, Runway Square, The Crescent, Cruise Terrace and? Kowloon Bay Plaza and Kai Tak Point Garden.

·         Reconsider the open spaces spanning over the previous reclaimed land under the no-reclamation scenario.

·         Adjust the Grand Boulevard alignment.

·         May retain Kowloon Point Garden for historical remembrance depending on technical requirements for the various facilities there, namely cruise terminal and heliport.

·         Regarding the ?No Reclamation??development scenario, provide continuous promenade connecting all areas with marina walk, meandering promenade and channel side walk.

Area 3
Proposed Open Spaces under FUDS

 

·         Previous Hoi Sham District

·         Major Proposed Open Spaces including Marina Park, Promenade Garden.

·         Deletion of proposed local open spaces on reclaimed land with ?No Reclamation??development scenario.

·         ?Reconsider the open spaces spanning over the previous reclaimed land under the no-reclamation scenario.
