 Government Planned Developments 

Phased New Town Development

Development of the New Town is divided into three phases, namely Phase I (Po Lam, Tsui Lam, Hang Hau and Siu Chik Sha), Phase II (Town Centre North) and Phase III (Town Centre South, Tiu Keng Leng, Pak Shing Kok and Tai Chik Sha). Land formation for Phases I and II has been completed. Reclamation for Town Centre South, Tiu Keng Leng and Tai Chik Sha is in progress.

The feasibility of further development of the New Town to accommodate a population of 560,000 is now under study.

The Recommended Development Strategy (RDS) of the SENT Development Strategy Review completed in mid-2001 recommends that urban development in the subregion would be confined to the New Town. The RDS also aims to enhance the linkages of the New Town with the Sai Kung hinterland in terms of transportation, tourism, recreation and technological development.

Road and Rail Links

Existing external road links to the New Town include Po Lam Road, Tseung Kwan O Tunnel and Hang Hau Road. Hang Hau Road, connected to Clear Water Bay Road, will be improved in the near future. An additional major external link - Western Coast Road is under active planning.

Within the area, a number of primary and district distributors and local roads have been planned to provide access between various districts within the New Town as well as access to each locality. In particular, the proposed Cross-Bay Link is planned to connect with the future Western Coast Road.

Apart from roads, external access will be greatly enhanced in 2002 upon completion of extension of the MTR to the New Town, including a spur line to Tseung Kwan O South and a depot in Area 86.

With the completion of the major external road and rail links in future, the accessibility to the New Town as well as Sai Kung will be greatly improved. This is expected to bring the Sai Kung hinterland closer to Tseung Kwan O. The future relationship between Tseung Kwan O and the Sai Kung hinterland will be studied as part of the SENT Development Strategy Review.

Industrial and Port Developments

Reclamation for Tseung Kwan O Industrial Estate has been completed and about half of the sites there have already been developed or taken up. The first phase of reclamation works at Fat Tong O is in progress. The whole area is expected to be reclaimed and serviced by late 2007.

The proposed cargo working area and typhoon shelter in Area 131 are planned to cater for territorial need.

Landfills

The Tseung Kwan O Landfill Stage I at Area 77 and Stages II/ III at Area 105 have been disused and are under restoration. They will be developed for recreational uses. The SENT Landfill at Area 101 has been open for public use since 1995 and is expected to last for about 13 years. It is also proposed to be used for open space purpose when it ceases operation.
