List of Key Information Required for Pre-Application Enquiry

A proper pre-application enquiry shall contain a development proposal and relevant technical assessments (required as appropriate) with reasonable details:

  1. Location plan (Outline Zoning Plan based)

  2. Site plan (survey sheet based)

  3. Lot index plan (including lot numbers)

  4. Development scheme (including layout plan/master layout plan, floor plans, sections, elevation, summary table of major development parameters (e.g. site area, gross floor area, plot ratio, building height, site coverage, no. of flats/units, transport and parking facilities, etc.))

  5. Justifications and planning merits of the development proposal

  6. Preliminary findings of technical assessments/reviews conducted as appropriate or a list of technical assessments to be conducted, with reference to the following list:
    (Note: The requirements for technical assessments would depend on the scale, nature, zoning(s) and potential impacts of the proposed development.  Reference should be made to Annex B of the “Town Planning Board Guidance Notes for Application for Permission under Section 16 of the Town Planning Ordinance (Cap. 131)” for details of the types and scope of technical assessments generally required for different development proposals.)

    • Environmental Impact Assessment / Environmental Assessment
    • Traffic Impact Assessment / Traffic Review (on vehicles)
    • Traffic Impact Assessment (on pedestrians)
    • Visual Impact Assessment / Visual Appraisal
    • Landscape Impact Assessment
    • Geotechnical Planning Review Report
    • Drainage Impact Assessment / Drainage Proposal
    • Sewerage Impact Assessment
    • Quantitative / Qualitative Risk Assessment
    • Fire Services Installations Proposal
    • Water Supply Impact Assessment
    • Assessment on Water Gathering Ground
    • Air Ventilation Assessment / Air Ventilation Appraisal

 

A project proponent may seek advice on specific aspects of a development proposal such as assumptions / methodology to be adopted in a technical assessment (e.g. vantage points to be adopted in a visual impact assessment) or land use mix without providing a full development proposal and the key information listed above.  Such requests will be treated as general enquiries rather than pre-application enquiries.
