List of Key Amendments

• To enhance the availability of charging facilities at parking spaces in new buildings, the Environmental Protection Department has updated the requirements regarding the installation of electric vehicle charging facilities at all parking spaces in new developments, including those for private cars, motorcycles, goods vehicles, light buses, and coaches.

• With a view to taking forward the initiatives on promoting the use of electric vehicles (EVs) as set out in the Hong Kong Roadmap on Popularization of Electric Vehicles (the Roadmap), the Environmental Protection Department (EPD) has incorporated standards and guidelines applicable to EV charging stations converted from existing petrol filling stations. • Based on the recommendation of the Persons with Disabilities and Rehabilitation Programme Plan (RPP) (2020), the Social Welfare Department (SWD) incorporated population-based planning ratios for rehabilitation services for persons with disabilities (including pre-school rehabilitation, day rehabilitation, residential care, and community support services). The floor area requirements, locational factors, and design requirements of various rehabilitation services, as well as the guidelines for sensitive community facilities, are also updated. • Based on the findings of the Transport Department's (TD) review of parking standards under HKPSG for both private cars and commercial vehicles, TD revised parking standards for residential developments (including subsidised and private housing developments) and retail facilities and incorporated dimensional standards for “shared-use” parking spaces.

• To incorporate a population-based planning ratio for the provision of aided Child Care Center (CCC) places to reflect one of the key recommendations of the “Consultancy Study on the Long-term Development of Child Care Services.”. Other amendments include the updating of floor area requirements, locational factors, and design requirements of CCCs.

• Incorporate biodiversity considerations to take action under the Biodiversity Strategy and Action Plan (BSAP) and update it to reflect the latest figures and changes in circumstances.

• To specify the required provision of staff restrooms and toilet facilities at service terminal points and bus termini.

• To include standards and guidelines on District Cooling System  

• The amendments to elderly services and facilities, including the reinstatement of population-based planning standards for elderly services and facilities, are to reflect one of the key recommendations of the “Elderly Services Programme Plan," which aims to enhance medium- and long-term planning for elderly services. The revised standards reflect the long-term target towards which the provision of elderly services and facilities would be adjusted progressively.

• The amendments include the incorporation of the Cavern Master Plan, an updated list of land uses with the potential for development in rock caverns, and other related guidelines with a view to facilitating cavern development in Hong Kong.

• The amendments include revising the provision standard of the kindergarten places to complement the Education Bureau’s free quality kindergarten education policy, serving as a long-term goal of increasing the provision of whole-day kindergarten places progressively. The projected percentage age distribution for selected school-age groups is also updated.

• Owing to the low demand for printed versions for sale in the past as well as to tie in with the government’s practice to encourage digital dissemination of information, the arrangement for printed versions for sale will be discontinued. The public can continue to have free access to viewing and downloading the e-version of HKPSG on PlanD’s website.

• Updating of the general information and data on the factual information related to the country parks and special areas, geoparks, sites of special scientific interest (SSSI), and declared monuments

• Mainly to increase the maximum domestic plot ratio for residential density zones of the main urban areas and new towns, where planning terms permit.

• Inserting a footnote on parking requirements for subsidised saleable housing developments
