Territorial Planning
The Department has undertaken territorial planning and planning studies, including
researches with a cross-boundary dimension, to provide guidance and direction for
long-term development and investment in Hong Kong.
A six-month public engagement for Hong Kong 2030+ was launched in October
2016 until end April 2017 to canvass public views on the updated territorial
development strategy to guide the economic and social development of Hong Kong.
During the public engagement, we have reached out to different sectors of the
community through multiple channels including public forums, topical discussions,
briefings, knowledge sharing seminars, workshops, school talks, guided visits, etc.
to enhance public understanding of Hong Kong 2030+ and facilitate focused and
informed deliberation on the proposed key strategic directions and the conceptual
spatial framework.
The Recommended Outline Development Plan (RODP) for the YLS Development
was promulgated in August 2017. The Revised RODP for the HSK NDA was
promulgated in September 2016 and the Study was completed in 2017. These new

development areas will provide solution spaces to help meet the economic and
population growth in Hong Kong. The Stage 2 Public Engagement of the Urban
Design Study for the Wan Chai North and North Point Harbourfront Areas was
conducted between June and August 2016. In response to the public aspirations and
comments received, refinements have been made to the Harbourfront Enhancement
Proposals (HEPs). The three-month Stage 1 Public Engagement of the Pilot Study
on Underground Space Development in Selected Strategic Urban Areas was carried
out from November 2016 to February 2017. Taking into account the public
comments received in Stage 1 Public Engagement, conceptual scheme would be
formulated for further public consultation.
During the year, we continued to monitor the interaction between Hong Kong
and the Mainland. The Department conducted the Cross-boundary Travel Survey
2017 in November 2017 to collect statistical information about the characteristics
of cross-boundary trips (both passenger trips and vehicle trips) and the trip-makers.
The result of the survey is anticipated to be released in end 2018.
