Director's Message


                                                 The year 2017 was another busy, challenging, fruitful
                                                 and fulfilling year to the Department.  It also marked the

                                                 20th anniversary of the establishment of the Hong Kong
                                                 Special Administrative Region.  We have diligently devoted
                                                 our efforts on long-term strategic planning to plan for a
                                                 sustainable city of vibrant economy, quality living and

                                                 social progress, making Hong Kong an international city of
                                                 world prominence.  At the same time, we have continued
                                                 to spearhead the district planning works to help deliver the
                                                 Government’s commitment to increase land supply to meet

                                                 the community’s housing and other development needs.

            As part of the study process for Hong Kong 2030+: Towards a Planning Vision and Strategy
            Transcending 2030 (Hong Kong 2030+), a six-month large-scale public engagement exercise
            through an informative, open and inclusive process had been carried out and completed in

            April 2017.  Public views and suggestions received during the public engagement period are
            being analysed and will be taken into account in the finalisation of the territorial development
            strategy.  Technical assessments for the Hong Kong 2030+ are being conducted to support the

   7        finalisation of the updated territorial development strategy.

            In taking forward the land supply initiatives, we have continued to undertake land-use reviews
            to make available suitable sites for meeting housing and other development needs in short to
            medium term.  Among the some 210 potential housing sites identified through on-going land-

            use reviews in the last few years, we have completed statutory rezoning procedures for 104 sites
            providing for a total of about 122 900 housing units.  Another 41 sites with the potential of
            providing 74 100 housing units already have their statutory rezoning procedures initiated.  We
            have also completed the review for increasing the development intensity and enhancing the
            land-use planning in the Kai Tak Development. The related statutory planning procedures for

            amending the Kai Tak Outline Zoning Plan have been accomplished.

            To meet the medium to long-term development needs, we have continued our efforts in taking
            forward the detailed planning of the various New Development Areas (NDAs) and new town

            extensions.  The statutory planning procedures for the Hung Shui Kiu (HSK) NDA are in good
            progress.  We will commence amendments to relevant outline zoning plans after the completion
            of the Planning and Engineering Study for Housing Sites in Yuen Long South.  As for the Kwu
            Tung North and Fanling North NDAs, we have been pressing ahead with the preparation of

            layout plans and planning briefs of development sites.  In the detailed planning of Tung Chung
            New Town Extension, the preparation of outline development plans is in progress.
