Strategic Urban Areas
The Study aims to identify the opportunities and challenges of the identified underground space
developments in the four selected strategic urban areas. The Study is commissioned by CEDD
in collaboration with the Department. A three-month Stage 1 Public Engagement to collect
public views on the opportunities and key considerations for underground space development,
community needs as well as suitability and possible uses of the potential underground space
was completed in February 2017. Taking into account the public views received in the Stage 1
Public Engagement, baseline information and initial technical assessments, Conceptual Schemes
would be formulated for public consultation.
