The design concept to create visual variety and to better blend in with the adjoining waterfront Focus
promenade is amplified through the creation of some low-rise blocks fronting the waterfront
promenade (yellow blocks as shown on Figure 11) within individual sites. This will achieve a
more diversified building mass and a more intimate scale of development for the pedestrians
along the promenade (Figure 14).

With incorporation of the above refinements, the proposed OZP amendments were considered
and agreed by the TPB on January 20, 2017, and the draft Kai Tak OZP No. S/K22/5 was
exhibited under section 5 of the Town Planning Ordinance on February 17, 2017. A total of
12,154 representations and 1,428 comments on representations were received from the public,
which were mostly related to the rezoning of a site at the Cha Kwo Ling waterfront for the
proposed campus development of the Vocational Training Council. Upon consideration of the
representations and comments, the TPB decided not to proposed amendment to the draft OZP

to meet the representations. The draft OZP was approved by the CE in C on May 15, 2018 .
Way Forward
Detailed control requirements to achieve the overall urban design concept would be formulated
and stipulated in the conditions of land sale or government land allocations as appropriate for
the relevant sites. The development of housing and office land in KTD would be implemented
in phases to match with the implementation of various supporting infrastructures and transport
facilities.
