In view of the rapid economic development in
the Guangdong-Hong Kong-Macao Bay Area
(Bay Area) and the enormous development
potential that would be brought by major
infrastructure projects, Lantau, being the
confluence of Hong Kong, Macao, the West
PRD and the world, will benefit by an updated
comprehensive development and conservation
strategy providing a sustainable framework to
guide its development.

The ‘Space for All’, published for public engagement in January 2016 by the Lantau
Development Advisory Committee as its First-term Work Report, was conceived on the basis of
the guiding principle of balanced development and conservation. Having regard to the outcome
of the three-month public engagement, the Government issued the ‘Sustainable Lantau
Blueprint’ (the Blueprint) in June 2017 to provide an updated planning and development
framework for Lantau and contribute to the overall territorial development strategy formulated
23 under ‘Hong Kong 2030+: Towards a Planning Vision and Strategy Transcending 2030’ (Hong
Kong 2030+). The Blueprint was devised based on ‘Development in the North; Conservation
for the South’, an overarching planning principle underlying the Revised Concept Plan for
Lantau.
