The proposed ELM would be created by reclamation near Kau Yi Chau and in Hei Ling                       Focus
            Chau Typhoon Shelter as well as making better use of the underutilised land in Mui Wo.
            Being about only 4 kilometers away from Hong Kong Island West, the proposed ELM could

            be efficiently connected with the existing CBD and the airport by new strategic transport
            infrastructure.  With sizeable flat land through reclamation, the proposed ELM has the
            potential to be developed into an extended urban core accommodating a population of 400 000
            to 700 000, as well as about 200 000 new employment opportunities in the CBD3.  The ELM

            development could create the necessary critical mass for urban and economic developments and
            therefore achieve cost-effectiveness in the provision of infrastructure as well as strategic benefits
            to North Lantau and Hong Kong.

            Besides, the ELM and its supporting transport infrastructure could contribute to a more

            balanced spatial development pattern for the territory.  It is estimated that if all development
            proposals are in place, the total population of Lantau could be about 0.7 to 1 million in the
            long-term.  In terms of employment, the total number of jobs in Lantau could reach 470 000.
