Area 3 at South Apron Focus
There is generally sufficient provision of GIC facilities in KTD and those ‘Government,
Institution or Community’ (‘G/IC’) sites to the south of Kwun Tong Bypass are not earmarked
for specific GIC uses. In order to maintain a critical mass of office space near Kowloon Bay to
create synergy in support of the Energizing Kowloon East initiative, the concerned ‘G/IC’ sites
are rezoned for commercial use (Figure 7).

Land for Water Sports Activities
To cater for the flexibility of providing water sports and recreational activities at the ‘O’ zones
along the waterfront in future, ‘water sports/recreation use’ is included under Column 1 of the
Notes of the OZP for the ‘O’ zone. The exact location to be used for ‘water sports/recreational
use’ will be subject to further discussion between the Home Affairs Bureau and the stakeholders
and the water quality in KTAC and KTTS. At present, Hong Kong Water Sports Council has
applied by way of short term tenancy for using the ex-Kai Tak Fire Station site adjoining KTTS
for the setting up of a water sports centre. It will be a good starting point for the promotion of
water sports activities at KTD.
Land Use Optimisations in Area 4
The domestic PRs of residential sites in Area 4 are in general proposed to be increased. In the
light of the latest KTF initiative for creating an entertainment and tourism node at the end of
the former Runway, the land use zonings have also been reviewed and rationalized. Those sites
which are relatively remote from the Tourism Node (Figure 3) are rezoned from commercial to
residential use (Figure 8) and the overall site area for residential use is thus increased to augment
