Background
The proliferation of brownfield operations on abandoned agricultural land in the New
Territories arose largely from the Melhado court case. Currently, large clusters of brownfield
operations such as container storage, warehouses, construction materials/machinery storage,
car repair workshops, recycling yards and rural workshops, are concentrated in the north
and northwestern New Territories on mainly private agricultural land at locations relatively
accessible by the road network, and are often intermingled with existing villages, squatters,
unauthorised structures, active farmland and other rural uses. While these brownfield
operations have degraded the rural landscape, many of them are still contributing to our
economy.

Existing Brownfield Operations in Hung Shui Kiu and Yuen Long South
The Government has been actively exploring means to accommodate these brownfield
operations in a more land efficient manner in order to release valuable land resources.
Strategically located in the North West New Territories (NWNT) and midway between
Tin Shui Wai and Tuen Mun New Towns, the Hung Shui Kiu (HSK) New Development
Area (NDA) is the largest development project in the pipeline aiming at releasing brownfield
sites for optimal uses through comprehensive planning of the area. The HSK NDA Study,
commissioned in 2011, had undergone a three-stage community engagement programme in
2010/2011, 2013 and 2015 to engage the public on the planning and design of the NDA.
Taking account of public comments received and findings of technical assessments, a Revised
Recommended Outline Development Plan (HSK NDA Revised RODP) was promulgated as
the final development proposal of the Study in September 2016.
