Optimisation of Land Resources For Different Land Uses Focus
Unleashing Land Potential through Development of Brownfield Land
It is the prime planning objective in both the HSK NDA and the YLS Development projects to
optimise the development potential of degraded rural land occupied by brownfield operations.
Through comprehensive planning and various proposed transport infrastructures, the two
development projects will transform a vast extent of brownfield land of about 190 hectares and
100 hectares in the HSK NDA and the YLS Development respectively into sustainable, green
and livable communities. Both the HSK NDA and the YLS Development are major sources of
land supply to address Hong Kong’s housing and other development needs in the medium to
long term.
Recognising that some brownfield operations are still contributing to our economy, about 24
hectares and 11 hectares of lands are respectively planned in the northwestern part of the HSK
NDA and along Yuen Long Highway in the YLS Development for accommodating some of the
affected brownfield operations in a land efficient manner such as multi-storey buildings. Taking
the HSK NDA as a pilot case, the Civil Engineering and Development Department (CEDD)
has commissioned feasibility studies on multi-storey buildings for accommodating brownfield
operations.
Catalysing Economic Growth and Job Creation

Given its strategic location, the HSK NDA is positioned to serve as the ‘Regional Economic
and Civic Hub’ for the whole NWNT. It will provide plenty of solution spaces to meet the
surging demand for a diversity of economic land uses including offices, retail, hotels and
special industrial uses. The planned spatial distribution of these economic land also embedded
flexibility to respond to the changing economic circumstances and market requirements. Office,
hotel and large scale retail provisions are accommodated within the town centre while adjacent
areas will accommodate innovation and logistics related enterprises.
The HSK NDA will be the employment centre in the NWNT to redress the existing
imbalanced territorial spatial distribution of jobs. The about 150 000 newly created
employment opportunities in the NDA will
span across a wide spectrum of economic sectors
and provide jobs for workers of different profiles
and educational attributes. The employment
opportunities brought by the NDA will bring jobs
closer to residents not only in HSK but also in
Tin Shui Wai, Tuen Mun, Yuen Long and YLS.
They will reduce the mismatches with the skill sets
of the available labour supply in the region and
the need to travel for work beyond the region.
