Creating Integrated and Supportive Communities
The HSK NDA will be the next generation new town of Hong Kong. Upon full development,
the NDA will provide about 61 000 new flats and accommodate a total population of about
218 000. To create a family-friendly and age-friendly community, a series of civic and
community facilities will be provided in the HSK NDA to support the existing and future
residents living within and near the NDA. In particular, a civic node comprising performance
venue, government offices, magistracy, community hall, post office, youth facilities, market and
higher education institute is planned near the proposed HSK Station. A hospital is planned
near the existing Tin Shui Wai Station to provide public health and medical services to the
district including YLS, and a ‘Local Service Core’ is also planned in the northern part of the
NDA to provide commercial and community facilities. It is envisioned that the provision of
housing, employment opportunities and supporting facilities in the HSK NDA will help redress
the prevailing shortages in Tin Shui Wai and the NWNT as a whole.
Located to the immediate south of the Yuen Long New Town, the YLS Development will be
the southern extension of Yuen Long New Town, providing different housing types supported
by commercial uses (located at the mixed-use developments and the lower floors of the
majority of the housing developments), community and recreational facilities (such as clinic,
market/shops, sports centre, schools, open space, etc.) at conveniently accessible locations
and the required utilities (such as sewage treatment works, electricity substation, etc.). The
35 YLS Development will provide a total of about 28 500 new flats and accommodate a total
population of about 88 000 with supporting infrastructure and community facilities. Together
with the Employment Belt planned along Yuen Long Highway, the commercial and community
uses in the YLS Development will provide about 10 500 employment opportunities.
