Way Forward

The combination of the preceding elements will provide the basis upon which a new-generation
and sustainable new town living environment can be created. The plans for the HSK NDA

and the YLS Development leverage the existing resources to generate integrated ‘blue-green’
network. The variety of land uses, location arrangement and development massing combined
with the environmentally friendly transportation corridors will showcase the character of a

sustainable, smart and green city. Of vital importance is that the composition of land uses
seek to not only address the present shortfalls in housing supply but also introduce significant
employment opportunities requiring different skill sets, particularly in the HSK NDA where
a range of employment generating land uses are planned. The future population of the HSK
NDA, YLS Development and the surrounding new towns will therefore have access to a

unique live-work environment within which sustainable design solutions have been applied,
and the existing extensive brownfield land in the HSK NDA and the YLS Development will
be transformed into a 21st century new town for Hong Kong which is economically vibrant,

smart, green and resilient.

Detailed implementation programme with phasing and packaging of works is currently being
formulated for the HSK NDA and YLS Development projects. The Environmental Impact
Assessment reports for the two projects were approved with conditions and recommendations

by the Director of Environmental Protection in December 2016 and November 2017
41 respectively. The outline zoning plan (OZP) incorporating the HSK NDA was gazetted on
May 26, 2017 while the statutory process for amending the relevant OZPs incorporating YLS
Development will commence after the completion of the YLS Study in around end 2018.

Other preparatory work associated with the development projects will follow. It is expected that
the first population intake for the HSK NDA and the YLS Development will take place in 2024
and 2027/2028 respectively, and the two projects will be completed by around 2037/2038.
